18 schools for Edmonton and Calgary closer to construction
Three groups qualify to bid on P3 new schools project
Edmonton... The province has asked three groups to submit proposals to develop 18 new schools for Calgary and Edmonton as a public-private partnership. The request follows the close of the Request for Qualifications (RFQ) stage that resulted in four submissions from interested consortia.
The RFQ submissions, called for in November, were evaluated based on experience, qualifications of personnel, past performance and financial capability, and short-listed from four to three proponents. The selected three are consortia composed of financing, construction, design and maintenance companies.
“The fact that we have three interested groups that will draw from local expertise for this project is very encouraging,” said Ron Liepert, Minister of Education. “Even more encouraging is that we are one step closer to breaking ground for the construction of 18 new schools for students in Calgary and Edmonton.”
From the RFP stage, one consortium will be selected to design, build, finance and maintain the 18 new schools.
The three groups are:
- New Alberta Schools (led by Carillion Canada Inc. and Acciona S.A.);
- B&B Alberta Schools (led by Babcock & Brown Canada ULC); and
- Plenary Education Alberta (led by Plenary Group (Canada) Ltd.)
The successful proponent is expected to be selected by July 2008, with construction beginning as early as fall 2008 and completed by fall 2010.
The government’s investment in new school infrastructure, as well as modernization and maintenance, totals more than $610 million for the 2007/08 fiscal year. The government’s 2007/10 Capital Plan includes:
- 82 school projects in planning, design or construction stage ($979.4 million)
- 13 new schools opening 2007/08 ($145.2 million)
- 25 modular classrooms ($8.4 million)
- 18 P3 schools (Edmonton 9, Calgary 9)
