New schools project closer to construction
Strong response from industry to design-build of four high schools
Edmonton...The Alberta government has narrowed the field to six prospective proponents for delivering four new high schools to Calgary, Edmonton, Sherwood Park and Spruce Grove.
Companies were asked to submit qualifications for a design-build bundle, which would conclude with one consortium responsible for both the building and partial design of the new schools. This is part of the Alberta Schools Alternative Procurement Phase 2 (ASAP II) project.
“We are extremely encouraged by the response from our industry partners to this design-build high schools project,” said Dave Hancock, Minister of Education. “Equally encouraging is the knowledge that students will receive much needed schools that will serve the communities for years to come.”
A Request for Qualifications (RFQ) for the ASAP II design-build bundle, issued in June, resulted in 12 submissions from interested parties. Six consortia, composed of largely Alberta-based construction and design-architect companies, were invited to participate in the Request for Proposals (RFP) stage following a rigorous evaluation process.
The six consortia leads are:

- Clark Builders
- Dominion Stuart Olson Joint Venture (DSO JV)
- EllisDon
- PCL Construction Management Inc.
“We are just around the corner from construction beginning on much needed, state-of-the-art high schools in four Alberta communities,” said Jack Hayden, Minister of Infrastructure. “As we enter this next stage of the process, our commitment to Albertans remains to deliver these high-quality, energy-efficient schools in a timely and cost-effective manner, and we are right on schedule.”
The successful proponent for the design-build bundle is expected to be named this fall with construction on all four schools beginning shortly thereafter. The four high schools are expected to be completed by January 2013.
The ASAP II project also includes 10 elementary and middle schools being constructed through a public-private partnership (P3). At the beginning of July, three consortia were invited to participate in the RFP for the P3 bundle. The successful P3 proponent is expected to be named in March 2010. School construction is anticipated to begin in April and all schools are expected to open September 2012.
All 14 ASAP II schools will be built to Alberta’s high-quality provincial standards and will achieve Leadership in Energy and Environmental Design (LEED) Silver certification, which will result in greater energy efficiency and provide a healthier school environment through improved air quality and the use of natural light.

Central to Budget 2009 is Alberta’s Capital Plan, which supports $7.2 billion in 2009-10 and a record $23.2 billion over three years to build roads, health care facilities, schools and other public infrastructure. This year’s investment alone will support more than 80,000 jobs across the province directly benefiting Albertans and Alberta communities.
This capital investment complements the government’s four-point plan for economic recovery, which calls for keeping an eye on spending, using savings to protect programs and services for Albertans while keeping taxes low, continuing to invest in infrastructure, and promoting the province on the world stage.

Evaluation process and ASAP II design-build bundle shortlist of consortia
Evaluation process
Submissions for the design-build bundle were evaluated by a cross-ministry government team that included representatives from Alberta Infrastructure, Alberta Education and Treasury Board. Submissions were based on set criteria and scored on a weighted point system. The most qualified respondents were shortlisted to receive the Request for Proposal.
Submission criteria included: experience and past performance; team organization and structure; management approach; and corporate profile.
